Of circular section, the seal is surmounted with a bud-shaped finial modelled as a ferocious twisting dragon emerging from cloud scrolls, the side of the seal incised with a band of Tibetan scripts and geometric pattern, the seal face carved with three columns of inscription in Tibetan, Manchu, and Chinese script.
